Allow extensions to include/not-include YourContract.sol and it deployment

Description:
Can we achieve it without adding the conditions in cli logic itself? Previously we had "templates" (kind of similar to extensions) can we use that to achieve it? Maybe base hardhat won't have YourContract.sol and its deployment. And that extra template will have YourContract.sol
