Quasar Don't work in a new OS (Windows10)

Expected Behavior

Current Behavior

I've always used kodi + quasar. But my Windows corrupted and I had to reinstall everything again.
In this new installation the quasar does not open at all.
I made a clean install of kodi and quasar.
I tried deleting the kodi folder from %appdata%

Steps to Reproduce (for bugs)

1.Open Kodi
2.Wait for the notification of the daemon
3.Open Quasar
