Ubuntu Zabbix not starting

Zabbix on 20.04 is not starting. Installs hangs at enabling service.

Systemd:

systemd[1]: zabbix-server.service: Can't open PID file /run/zabbix/zabbix_server.pid (yet?) after start: Operation not permitted

This is an issue with Zabbix.

Is this a new version, we need to check.

This issue moved from Ubuntu 20.04 to 18.04 on 0.8.2

Check if has to do with enabling the service too soon after installation.

This is caused by systemctl enable --now. Changed to better approach.
