Needs a license file

Is this bsd two clause or three?

@CJ-Wright this repo is basically abandoned. scikit-beam appears inactive to me.

The reference data and supported/maintained versions of the code are contained within Larch (which uses a BSD-ish license). It is probably a good idea to have this as a separate package, and other folks have made suggestions for improving or adding to this library. I would probably move it back under the xraypy organization, though I doubt I will do that anytime soon. Would you be interested in participating in that?

Hello @newville, is there any chance to create a tag with the current state of things? This project can then be archived, but we still be able to package it with conda. Thanks for consideration!
