Move to a BSD-3 license

I would welcome that we move to a BSD-3 license as for all Scikit-HEP projects (where possible) and most of the popular Python scientific ecosystem packages.
@ibab, would you be OK with that? I know @chrisburr is happy with it, from discussions in person.

Hi @chrisburr, seems this has been around for long enough. What do you think? You could just make the move with the imminent 0.7.0 release, or else decide not to change anything and close this "issue".

This can most probably be closed at this stage given that root_pandas is deprecated in the light of uproot and awkward-array. I let you decide @chrisburr.
