Make conda packages for numpy 1.13

Can we make these retroactively for older releases? Is there a better way than manual?

They are all generated from here (https://github.com/conda-forge/sklearn-contrib-lightning-feedstock <https://github.com/conda-forge/sklearn-contrib-lightning-feedstock>). There might be a way to force the bumpy version in the meta.yaml file (https://github.com/conda-forge/sklearn-contrib-lightning-feedstock/blob/master/recipe/meta.yaml <https://github.com/conda-forge/sklearn-contrib-lightning-feedstock/blob/master/recipe/meta.yaml>). Note that right now the numpy version is the placeholder x.x (which is the recommended way). I would gladly merge (or give you permission on this repo) if you want to investigate.
