Help for "Policy" and "Approved" in "Filter collections" dialog

The "Policy" dropdown and "Approved" checkbox are not very clear to user who's new to scl.org. Therefore I'd advise providing help for these. For example, we could use the sort-of-standard concept of little question marks showing info text when user hovers over them with mouse pointer.

I can get the text, assuming you've got the code to do the mouseovers.

Joe, add the texts as help_text kwargs to the particular fields in FilterForm (softwarecollections/scls/forms.py). Tomas will manage the front-end.
