Describe the bug

two issues for existing 1559 tests:

  1. test without sig data, treated as L1Msg type, incorrect balance happens in trace
  2. test with sig data, ecdsa recover wrong address

Concrete steps to reproduce the bug. If it's able reproduce via testool, please share test_id from jenkins report
