Project-scope issue filters don't catch all occurrences.

As a workaround to scrutinizer-ci/php-analyzer#789 I tried hiding 'exact matches' like so:

However this only matches some occurrences of the same issue.

I've currently got this "same" filter in the list twice, which does seem to catch them all, so I suppose they're subtly different in some way not visible in the UI. This can be seen under the recoilphp/recoil repository.

I also tried hiding "similar issues" with the value specifically set to Throwable with no luck, though I suspect this is equivalent anyway.
