Is there anyway I can install this via cargo?

Unfortunately not, you need to follow the existing method documented on our site. We still require the shell wrapper to export and propagate environment variables to the shell that you are in. The installer will automatically download the extension binaries and place them in the correct place under libexec for the wrapper to pick them up.
