Improvements to PR template

As a follow-up and improvement for #1388, the same PR template would be fixed considering the following:
- Correct formatting of the checklist items (
[ ]vs.- [ ]the last one being the correct way to display them as tasks). - More verbose items to guide contributors and request them to comply when delivering a PR.
I can gladly come up with more ways to help get the contributions flowing on this repo. Please, let me know if you need help moderating as well @sdmg15.
