Publish current master to pub

Problem

The current master has the strong mode changes merged, but those changes haven't been released to pub as a new version. I'm requesting a new tag and publish to the pub server.

For the next version I'd suggest 0.2.0

I've moved to using rxdart for now since it is more maintained. And for what it's worth, most of the functionality will be built into Dart 2 core library changes (https://github.com/dart-lang/sdk/blob/0407c94349616fb51b613c8737a23c40b12a7311/docs/newsletter/lib/lib.md#rx-reactive-extensions-functionality)
