Reword the "Arrow keys always move me" preference

Description

#1479 pointed out that the "Arrow keys always move me" preference is misleading.
This preference only applies when the cursor focus is in the Nearby chat field or the chat history field.

Recommend renaming it to "Arrow keys always move me while in chat"

Reproduction steps

  1. Open Preferences floater.
  2. Left-click on the Move & View tab.
  3. Check ‘Arrow keys always move me checkbox’.
  4. Press the arrow keys.
  5. Observe that the arrow keys do not always move you.
