better installation instructions for developers

instructions if you are a simple user are clear - just use PyPi, but for development there are a host of requirement and constraint files dispersed around the repo and its not clear what should one do
I think we need a brief section in readme or contributors file that explains how to setup the venv for development, with all installation commands one would need to do
