Add error message for browsers that do not support webcodecs

Describe the bug
A clear and concise description of what the bug is.
If you try to load the app on browsers that do not support web codecs, the page crashes silently.

To Reproduce
Load the app with an old browser like Safari 15,(webcodecs are supported until 16.4)
then you'll see a trace like this:
