Configure Astropy logging

Astropy log messages are not handled consistent with the logging done in this package. Do at least these things:
- Configure things such that Astropy messages are written to a log file, ideally the same one that the
trackprogram is writing to. - Configure thing such that Astropy log messages are formatted the same as
tracklog messages.
