can you tell me a bit more ?

I understand that it's a community asset manager...
but what technology does it use ?

I just cloned the repo on my server and it says that it needs to connect at http://localhost:8545
What should be at 8545 ?

I developed this with Matthew Slatter from http://creditcommons.net/credit-commons-wp-print-pages.pdf
The function was a clearinghouse for interchanges between CES platforms. However, it contains many functions of CES, and can be used as a standalone system as well.
It runs on ethereum. To view it properly you need to run it on a MIST browser.
