Marketplace S3 permissions

While publishing the new v3 marketplace version, our automation ran into a permissions problem:

While trying to manually fix the permissions, I found I didn't have permissions to see, let alone fix permissions.

so, 2 problems:

1. automation needs perms to set perms on files it copies to S3
2. @roncewind needs perms to see and set perms on files in S3
