Add information in README.md on how to receive support

To help Developers, DevOps, DevSecOps, etc. with incorporating, deploying, and securing the Senzing library, information on how to get help should be readily available in each repository's README.md.

A prior post initially in https://github.com/Senzing/aws-cloudformation-ecs-poc-simple/issues/87

Please update the readme to reflect that users of this project are able to have free support by filing a get issue on the project.

Banner at the top of the readme

Message:

"Free support is available on this project by using git issues for any product use questions, bugs on the project, or requests for guidance."

Handling:
Senzing community team and product management shall review, answer, and forward as appropriate to tier 2 support.

Please check to ensure this project is indexed by search crawlers to ensure answers given are findable via search engines.

If Discourse (https://www.discourse.org/) is used, the information should contain information pointing to it.

Naturally, the support@senzing.com email address would be part of the information.
