Add ability to create linkouts to project pages

Each published manuscript will have a project associated with it and instead of keeping linkout urls in the notes field, we would like to add linkout buttons right before the notes:

Could the linkouts just be stored as pairs of string names and string hyperlinks associated with each project? This way all the adding and removing logic is restricted to the project information so I don't think it needs a new table.
