Paragraph Justification problem for Vesper Libre font

What steps will reproduce the problem?
1. Type certain paragraph text
2. Make it align justify
What is the expected output? What do you see instead?
Expected output : Justified paragraph
Instead we see : Left aligned paragraph
What version of the product are you using? On what operating system?
Vesper Libre font on Windows 8.1

It works with html and Wordpad but not in other windows text editors.
