Project examples not pulling up cameras

I dont have access to npm, so i go the route of including via script.
I've downloaded the entire repo, uploaded it to web server, and went to the 'example' directory, trying to utilize the live_w_locator.html file. I open the page, and it does not request access to camera.

The online versions of the demo's operate as expected.... Not exactly sure what would need adjusted for the 'demos' to work out of the box....what can I do to troubleshoot the page(s)?
