Need to show how to use local::lib or perlbrew install to quickly set up tephra.

Added instructions for RHEL/CentOS in 0.02.2 and dropped some dependencies. Still need to include perl instructions...

In v0.12.1 I added support for using Docker to avoid installing anything, and added an INSTALL.md file to cover Linux installs (the Docker approach should cover Mac and PC).
Added basic Perl instructions and expanded the core installs for users and Sys Admins. This should cover all install/usage routes.
