Add a page or section for help with fine-tuning the spacing/arrangement of elements in a map

Setting the map configuration stuff has not been well described yet. Create either a separate page or include somewhere else better directions for placing the north arrow, scale bar, map limits, etc.

• Make bold or better highlight on each page where it references what is REQUIRED in the configuration file for that page
