It would be great to be able to program my pico w remotely.

A clear and concise description of what you want to happen.
Ability to specify a device using a webrepl address, like 192.186.x.y:8226, and a password and connect like any other device

I've tried micropico, which also doesn't support webrepl...

Pymakr is no longer under development.
Also in my testing webrepl does not support stable transfer of large files.
