Problem with the color code in the tab. When I put &l&a there is color and highlighting! when I put &a&l there is no color but there is bold text

What version of Bukkit/Spigot/PaperSpigot are you using? Type /ver
PaperSpigot 1.18.2

What plugins are you using? Type /plugins
on the test assembly there is only NametagEdit

Please explain your issue. How do you trigger it?
I can’t put color and bold at the same time as a prefix (groups also have a problem with this). When I swap the color and highlight of the text there is one thing! either color or bold text. This can be seen when I swap &c&l and reverse &l&c
Example commands:
/nte player Stive prefix &c&l
/nte player Stive prefix &l&c
