Appears that only the first 25 repos for a user are fetched

I would have expected that every repo is fetched, or that there is a CLI to specify how many repos to fetch.

Only "source" repositories are fetched. So forked repositories are not fetch. Aside from that there is no limit on the number of "source" repositories fetched.
