[feat]: Add links to the section titles for the components

Feature description

If I want to quickly share a portion of the component section with someone, it is difficult to do so right now. I need to compose the link manually, like this: Secondary. The section titles within each component do not have links attached to them.

For example the Radix docs have a link for each section

So all the titles actually do have links attached to them, but they are basically invisible and unclickable; pull request #3451 changes that.

@shadcn it seems users want this functionality found in almost every blog/doc site. I have landed #3451 for this which needs your approval.
