Prompt to use --badname occurs even when name restriction cannot be ignored

Restrictions on usernames that cannot be ignored via --badname, e.g. exceeding the maximum length, still display a suggestion to use the --badname flag, and continue to display the suggestion when --badname is passed, which could lead to confusion.
