Phoenix isn't installed

If you run docker run --rm shanesveller/phoenix-framework mix --help you'll notice that phoenix.new is not in the list. It also happens to not be available.

Consider adding this line:
mix archive.install https://github.com/phoenixframework/archives/raw/master/phoenix_new.ez
