Submodule updates should be automated

We may be able to use GitHub Dependabot to automate submodule updates. Regardless, we should probably setup weekly or bi-weekly checks for available submodule updates and then have them staged in a PR for developer review and approval. Perhaps even automatically merge based on test status?

#160 worked well - generating #161 (need to tweak the MOOSE branch in .gitmodules) and #162! This issue can be closed.
