add tooltips to summary metrics

A hover over tooltip would be helpful for each of the summary metrics. We get a lot of questions around metrics related to fleet sizes, of which there are several, so this should make it more self explanatory.

This has been implemented and will roll out in the next release. I added tooltips for all of the summary metrics. The implementation uses the standard html title attribute, in hopes to assist screenreaders over more bespoke tooltip libraries. If anyone has objections about the semantics of any descriptions or clarity of any of the descriptions, please cc me on an issue and I will try to correct/clarify.
