Bug: Resizing textarea drags chart around

When you click on the information icon of a chart and use the resize handle on the "Description" textarea, in addition to resizing the textarea, it also starts dragging and moving the corresponding chart around. I assume this isn't the expected behaviour.

Actually, dragging anywhere on screen while the sidebar is open will drag the chart.
