[Improvement] Keep taskbar always dimmed to avoid flashes of undimmed taskbar when switching programs

Hey! I think this tool has great potential for preventing burn-in on OLED monitors. Could you please consider adding an option to permanently dim the taskbar, only allowing it to undim in true fullscreen (e.g., when watching a movie or playing a game in fullscreen)? I would really appreciate this, and I’m sure many others would too.
