failed to install wsl2host: CreateFile

Environment:

$ wsl -l -v
  NAME      STATE           VERSION
* Debian    Stopped         2

Install command in cmd.exe run by Administrator:

$ wsl2host.exe install
2020/06/05 10:11:42 failed to install wsl2host: CreateFile C:\cmd\wsl2host.exe: The
 system cannot find the file specified.

Expected to happen:

A service being installed
windows hosts changed(?)
/etc/hosts changed(?)

What happens instead:

It outputs the above error message

More info:

Username is the same for the Debian distro and Windows, passwords differ.
There's never any choice of entering username or password.
