Adding referral to an encounter

Please clarify - the Specialty field is essentially a filter for the Referral Provider drop down (if you have many referral providers in your list).

Sorry miscommunication. I am creating a new referral provider using the button “Add New Referral Provider” on the encounter screen. After I have created the provider, I go back to the encounter and select “Add referral” from the drop down menu.
This screen has the filter by provider. When I click on the referring provider drop drop menu. It displays the specialty instead of provider name.
