Migrate sandpit Packer AEM aws resources to use generated resources

AEM HelloWorld Config for packer-aem/* config profiles currently use the AWS resources generated manually.
We need to generate those resources using Packer AEM's new create-aws-resources, use the prefix 'aoc-sandpit-a' , and then configure aem-helloworld-config to use the resources in the generated CF stack.
