Lockdown version of ruby lib parallel

Describe the bug
With the the recent version update of the ruby library parallel, the support for ruby 2.4 was dropped. Ruby 2.4 is the version Puppet 5 uses, therefore we need to lockdown the version of parallel to the last working one 1.19.2
