Apache hard restart option for deploying Dispatcher Artifacts

Is your feature request related to a problem? Please describe.
When deploying new Apache configuration settings (httpd.conf & prefork.conf), the current deploy_artifacts puppet manifest conducts a apache graceful restart. This is insufficient for the settings to be 'absorbed'. A hard restart 'apachectl restart' is required.

Add an option to allow a hard restart.
