Migrate AWS specific steps to aws-stack-provisioner

Export backup currently uploads the artifact to S3, which is platform specific.
This step should be migrated to aem-aws-stack-provisioner. Please ensure to migrate the upload, but keep the AEM package archiving in puppet-aem-curator since that's generic across all platforms.
Another one to migrate is collectd-cloudwatch configuration.
Running the collectd service itself can stay in curator, but the cloudwatch configuration needs to be migrated to aem-aws-stack-provisioner.
