Generally we use App Bridge to create modals https://shopify.dev/apps/tools/app-bridge/actions/modal, but that won't work if your app is not embedded in Shopify. Polaris (which can be used for a standalone app) also has a modal component: https://polaris.shopify.com/components/overlays/modal.
