  • should this accessible to public?
• maintenance request creation page
• maintenance request index page
  • viewable to setters and up (staff?)
• ability to complete a maintenance request
  • completable by anyone, (someone could fix it for someone else)

for now: the maintenance request option will be reserved to registered users of the site. at the time of commit: the policy will just check for users that are setter or above.
