Switch timestamp/snapshotting to Tues/Fri

Description
With the current expiration time for timestamps and snapshots, if anything goes wrong, it would not be noticed until early Monday morning, as the GH probing infrastructure doesn't alert on the weekends. Even if it did, we want to avoid issues that pop up on the weekend. I'd like to shift the generation of the ts/snapshot metadata to Tues, and the new ts workflow to Friday, so that it is likely that issues would be noticed during the work week.
