Enhancement: Do we want to add a global_touches?

We have found that the combination of cares and touches is very powerful; we have a global_cares, do we also want to have a global_touches?

@TheSceneman and myself have discussed this, but both felt that anything you'd want global_touches for could just as easily be added as a global_cares at the other end of the equation.
