Why do some "proposed" generators report generation and/or fuel consumption before they are operational?

In EIA-923, some generators report generation or fuel consumption even though the operational status of these generators is "proposed." We currently include such generators in our data, but we should try and understand from the EIA what is going on here. Is the operational status just out of date?
