No initial results notification for CE submissions

Steps to reproduce:

1. Setup the notif server
2. Have a (simple) contest and a round with the "Results date" set to the future
3. Submit a non-compiling code to the round from a normal user account
4. Observe the absence of a notification

One may additionally open sio2 in another tab to see that this isn't (only) a race condition.
Logs also confirm that no notification is being sent.
