Integrate budget.json or something like that

It would be cool to make it easier to highlight the difference between HARs. One way could be to have an optional budget.json in the configuration file. So that when you use the compare tool from a CI, you can have one set of budget rules that fails the build/test and that is also reflected when you look at the result at compare.

With the new budget format in sitespeed.io this could be a thing!

I don't think this will be implemented, its too much work at the moment.
