Getting 403 when trying to install certificate (even on staging), not sure what's wrong

I had this extension set up and working for almost a year, but recently noticed the auto update was failing with 403 Forbidden error messages. Thinking it was likely an expired service principal secret, I tried updating it but to no avail. I've tried double-checking and updating all settings/secrets to no avail :(

I've reached my limits on Prod LetsEncrypt, but even when I check the box for staging it throws a 403 error page.

Seems to be working now even though I didn't change anything haha... Maybe a transient Azure issue??
