For ease of use, compile patchsets into monolithic patches. This guard against users manually applying patches out of order.

Would it be possible to release a generalized railsexpress patch that works on all versions of 1.9 or 2.0?

Patches are specific to each ruby version, more specifically each patch level version.

I don't event understand in which format a patch for different ruby version could be shipped.

And I don't see it as my responsibility to prevent all possible mistakes one could make in applying only partial patches. After all, the patches are very easy to apply to rvm.
