Allow to configure `.perl-cpm` directory

Just like cpanm does: https://metacpan.org/pod/cpanm#PERL_CPANM_HOME

  PERL_CPM_HOME=/new/path

I don't see it anymore. It's super-annoying that it's not even documented so I could at least symlink into ~/.cache before it starts dumping hundreds of megabytes into my home. You have to run a dummy cpm then figure out what files where changed in your homedir.
